The Ministry of Finance, formerly Treasury, is headed by a Chief Executive Office CEO (Financial Secretary) who is the primary economic and financial adviser to the cabinet and government. The Ministry provides advice to the Government on its overarching macroeconomic framework, its fiscal strategy and on achieving value for money from its investments.  We implement Government decisions and are also responsible for the Financial Statements of the Government, for ensuring effective management of the assets, resources and liabilities of the State’s balance sheet and for publishing economic and fiscal forecasts.

Ensuring a solid and resilient economy for Samoa requires a committed, effective and efficient Ministry.  Our fiscal strategies, national strategies, budget and financial advice are led by the CEO, and driven and implemented by a dedicated team of 234 personnel.

The Ministry comprises of two departments; (i) Policy Management Department and (ii) Operations Management Department. In total, the Ministry comprises 13 divisions. Ten of these fall under the two departments and include one special unit—the Labour & Employment Export Programme (LEEP)—as well as two project management units: the Civil Society Support Programme (CSSP) and the Centralised Technical Services Support Unit (CTSSU). The remaining three divisions report directly to the Chief Executive Officer. Each of which plays a crucial role in executing strategic, operational and administrative functions to fulfil the Ministry’s vision and mission.
