Our team is instrumental in the development and implementation of the Government's debt-related policies, such as the Medium-Term Debt Management Strategy, Government Guarantee Policy, and On-lending Policy. This entails managing and monitoring the Government's debt portfolio, including external and domestic debt, guarantees, and on-lending to Public Bodies.

It is essential to conduct debt portfolio assessments, sustainability analysis and credit risk evaluations for new loan requests. We ensure compliance with public debt reporting requirements, including the annual debt report for Parliament, annual quarterly bulletins, and international reports for the IMF and World Bank.

Our team manages and monitor the debt servicing of the public debt through the Central Bank and maintain a robust consolidated debt management information system. Our advisory support to the Cabinet is relayed through the CEO and the Minister of Finance.

Public Debt Management Scope

Central Government Debt – direct borrowings by the Government
Government Guarantees – SOE borrowings guaranteed by the Government
SOE Direct Borrowing – loans borrowed independently by SOEs
Government On-lending – when the Government borrows and relends to SOEs
