Procurement Technical Unit

The Monitoring Unit core responsibilities are:

  • Administer the Government of Samoa e-Tendering Portal through posting of tenders on the e-Portal and on the Ministry of Finance website,
  • Publicise tender awards on the Ministry of Finance website and all procurement documents such as SBDs, Circular Memorandum,
  • Conduct weekly Tender Opening sessions.
  • Provide refresher trainings to all procuring entities (line ministries & public bodies) and the private sector on a Bi-yearly basis,
  • Monitor the compliance of Procuring Entities and Public Bodies in accordance to the Procurement Threshold (B4 Schedule),
  • Participate in evaluation of Government’s high value and complex tendered projects,
  • Carry out technical review of reports submitted and provide technical advice for the Board’s informed decision,
  • Update and maintain the Tenders Board database and keep the records of the Board’s weekly meetings and proceedings,
  • Prepare Procurement Quarterly Reports to be submitted to the Tenders Board and for the information of Cabinet,
  • Prepare Cabinet Submissions of tendered projects that are subject to the final decision of Cabinet,
  • Contribute with the development of a procurement policy as well as the implementation phase.
  • Provide secretarial support to the Independent Adjudicator and coordinate all meetings and hearing required by the Adjudicator.
