External Debt Management Unit

  • Lead external loan processes, assess loan terms, ensure 35% concessionality, and prepare credit risk assessments for Cabinet.
  • Handle legal documents for loans and ensure all effectiveness conditions are met.
  • Develop and monitor debt management strategies under the PFM Act, considering economic and market factors.
  • Review and update debt-related policies (e.g. on-lending, guarantees).
  • Collaborate with EPPD on annual debt sustainability analysis (for Fiscal Strategy).
  • Monitor and manage external debt portfolio and risks, ensuring regular reporting.
  • Draft debt policy papers for Executive Management.
  • Conduct annual review of debt strategy for the MOF Annual Report to Parliament.
  • Coordinate system performance audits every 3–5 years with the Samoa Audit Office.
  • Manage relationship with Commonwealth Secretariat (Meridian system provider).
  • Update the debt system (Meridian) quarterly for reporting and analysis.
  • Prepare debt-related schedules for the Public Accounts annually (Schedules 3.1, 6, 10, 13).
  • Contribute to broader Ministry policies (e.g. Fiscal Strategy, budget).
  • Develop Business Continuity and Disaster Recovery Plan for the unit.
  • Organize awareness programs and training for staff and agencies.
