Domestic Debt Management Unit

  • Manage domestic loans and debt securities (Treasury Bills and Bonds).
  • Conduct market surveys and assess risks and buyer potential.
  • Develop issuance plan and calendar for debt securities with Accounts Division.
  • Coordinate with Central Bank on securities issuance.
  • Review and update legal framework for securities with legal counsel.
  • Manage Government’s contingent liabilities, guarantees, and on-lending.
  • Analyze fiscal and credit risks for Public Private Partnerships (PPP).
  • Prepare and update debt servicing forecasts.
  • Ensure timely debt service payments.
  • Update debt management system and validate data quarterly.
  • Link debt issuance to cash flow and maintain liquidity buffers.
  • Conduct credit risk assessments for SOEs requesting loans or guarantees.
  • Prepare Public Accounts schedules (3.1, 6, 10, 13) with Accounts Division.
  • Monitor and report SOE debts in quarterly bulletins.
  • Develop training and awareness initiatives for staff and agencies.
