This document outlines the Government’s Medium-Term Debt Management Strategy (MTDS) for FY2027–FY2031, providing a framework to manage public debt and contingent liabilities, guide borrowing decisions, and balance cost and risk over the medium term. The Ministry of Finance developed the MTDS in consultation with key stakeholders and development partners, with technical support from IMF PFTAC. The World Bank–IMF MTDS Analytical Tool was used to assess alternative borrowing strategies. The strategy is based on the latest available data, and any future revisions are not expected to materially affect its overall direction.
