The HSSE Operating Standards, developed under the Energy Management Act 2020, outline the minimum Health, Safety, Security, and Environmental requirements for operating service stations in Samoa. These standards aim to manage risks related to petroleum product storage, handling, and dispensing, ensuring the safety of people, property, and the environment. Operators must also document site-specific HSSE measures and are encouraged to provide feedback to help maintain best practices nation wide.
The guidelines aim to ensure the safety of service station storage systems in compliance with Samoa's regulations. They outline minimum standard requirements based on the proposed lot size and location of the petrol service station.
To apply for a new Petroleum Service Station Operating License or Overhead Above-ground Tank, applicants must submit Form A and Form B to the Ministry of Finance (MoF). The application process has five parts, and the Energy Policy & Coordination Division (PTF Secretariat) at MoF will serve as the main contact and one-stop shop for service station developments.

Upon filing a complaint, PTF inspectors will visit the site and conduct various assessments based on the nature of the complaint, such as:
- Inspecting the storage tank for water presence
- Checking the pump and hoses for issues
- Collecting a fuel sample for analysis
Kindly note that the Petroleum Task Force cannot assist in recovering expenses related to the purchase of contaminated fuel. However, you retain the right to pursue damages from the individuals or entities responsible for selling the product.
