MINISTRY OF FINANCE CONCLUDED TECHNICAL CONSULTATIONS ON THE DRAFT MEDIUM TERM DEBT MANAGEMENT STRATEGY (MTDS) FY2027-FY2031

The Ministry through its Debt Management Division is finalising Samoa’s fourth Medium-Term Debt Management Strategy (MTDS), following the completion of the MTDS FY2022–FY2026 in June 2026. The MTDS FY2027–FY2031 will guide borrowing and debt management over the next five years.

As part of the Strategy’s development, technical consultations were held with the Central Bank of Samoa, the Samoa Bureau of Statistics and the Ministry of Public Enterprises, as well as across the Ministry of Finance. The consultations ensured that the draft Strategy was informed by the key economic, statistical and wider public financial considerations relevant to Government borrowing and debt management. The consultations also provided an opportunity to review the implementation of the previous MTDS and consider the proposed borrowing approach, debt management targets and key initiatives for FY2027–FY2031.

The MTDS aims to ensure that the State’s financing needs are met at the lowest possible cost over the medium term, with prudent levels of risk and public debt maintained at manageable levels. This supports Samoa’s fiscal and economic stability and helps preserve Government’s ability to finance national development priorities.

The insights and recommendations received will help strengthen and finalise the Strategy and support responsible borrowing and sound public debt management.
