STRATEGY FOR THE DEVELOPMENT OF SAMOA (SDS) 2016/17-2019/20

"Accelerating Sustainable Development and Broadening Opportunities for All"


This document is the eighth publication in the SDS series. It identifies the four priority areas of development and 14 key outcomes to be achieved for Samoa over the next four fiscal years. Strategic outcomes and indicators for each Key Outcome have been identified, developed and tested through a rigorous government, community and industry consultation process led initially by each of the 14 sector planning coordinating groups and consolidated through public consultations in both Savii and Upolu. The Government of Samoa has aligned the intent in this SDS with the globally agreed Sustainable Development Goals and the Small Island Developing States (SIDS) Accelerated Modality of Action (SAMOA) Pathway. The government is committed to engaging stakeholders to help guide the development of Samoa over the next four years. This SDS will give us confidence that we have a plan, we have implementation arrangements and we can achieve and measure improvements in our quality of life.

2012-2016

STRATEGY FOR THE DEVELOPMENT OF SAMOA (SDS) 2012-2016

"Boosting Productivity for Sustainable Development"

This is the seventh publication in the SDS series and the second to take a four year timeframe that is aligned to the fiscal year.


The document presents the key development strategies and priority sectors for the development of Samoa in the next four years. Drawing on the review of the 2008-2012 SDS and views expressed during the stakeholders consultations, the 2012-16 SDS will take a dedicated focus at strengthening economic resilience through increasing investment in the productive sectors of the economy. Dedicated interventions will be directed at the agricultural sector to raise domestic production to meet food security needs and boost export capacity. Attention will also focus on the manufacturing sector to transform viable agricultural products to higher value added processing for the export market as well as encouraging investments in import substitution businesses.


That is the rationale behind the theme "Boosting Productivity for Sustainable Development". The vision continues the longer term goal of achieving "Improved Quality of Life for All"

Ensuring Sustainable Economic and Social Progress

"SDS presents Samoa's development vision, its medium-term national development goals, and the strategies that will be implemented during the four financial years 2008/09-2011/12 to achieve these goals.  In comparison with previous SDS documents, the planning period has been extended by one year and aligned with the financial year to facilitate the improvement of linkages between SDS, the corporate plans of government agencies and the annual budgetary process."

STRATEGY FOR THE DEVELOPMENT OF SAMOA (SDS) 2002 - 2004

Opportunities for All

"The 2002-04 SDS will place priority emphasis on maintaining a stable macroecomonomic framework, the development of health, education, private sector, socio-cultural values and agriculture as well as infrastructural services, tourism development, and improved service deliveryy by the public sector.  The Government believes that successful implementation of these strategies will result in an improve quality of life for all Samoans."
